In discussing this with me, my father said, "Well, baby, they had to do something to show they could keep him in jail if they wanted." And he sounded so certain, like this is something he's just so used to.

It's been a while since I lived in LA, and I'm not all that familiar with the justice system in any case, but 18 months seems a bit long for those offenses. I'm not surprised by it--it seems fairly obvious that the purpose was to send a message to the locals that nothing has changed, and that's probably the most depressing thing of all.
